try looking on the www.tricerasoft.com page under support faqs the aspi
drivers are there along with where to put them on your computer.

I am trying to convert some of my mp3+g's to normal cd+g files for my
missus. I used to use cdrwin3.8,3.9 or 4.0 but after a format I have tried
reloading it and everytime I run it it says

"Error unable to initialize the aspi manager. Aspi manager was not found on
the system"

What can I do to resolve this.

You need to install ASPI drivers.
As far as I know they are needed for the cd drives/burner.
I don't know where to download them.
Search for CDRWIN + ASPI + drivers
or just for ASPI + drivers
to find information on this topic.
